Werewolves are commonly referred to as Children of the Moon in this theme (werewolf and CotM are used interchangeably). They are the more traditional werewolf one would commonly think of. They are not to be confused with shifters, whom are people of Native American blood that, in the case of the Quileutes, have chosen the form of a wolf.
Though both groups consider themselves werewolves, genetically, Children of the Moon are the "true" wolves, while shifters use a sort of magic found in their blood to transform.
Children of the Moon exist because the vampires do. They are the protectors of humankind, and originate from all countries on Earth. However, over a century ago, the Volturi, the ruling vampire coven, wiped out as much as 85 of the werewolf population.
Today, the Children exist in far, widespread corners of the world; there were indeed some that the Volturi missed. The remaining Children of the Moon have been hiding for a very long time, but with the recent rumors of a full blown "pack" in Washington, and the uncontrolled vampire population, they are slowly congregating. The only known pack is the Shadow Stalker pack.
